2. General presentation of the study programme
The training project is built around the specific identity of the urban planner and it aims to structure the scientific and professional range according to the following special skills:
- to design governance instruments of city and territory;
- to understand, evaluate, manage changes of city and territory.
3. Learning objectives
The educational programme aims to develop relations among humanistic knowledge, scientific and technical skills, analytical, evaluation, planning and management experiences.
The Study Programme gives a considerable importance to the humanistic components, with an in-depth analysis in the fields of social, economic, geographical, historical, legal studies, in order to correctly create a tough technical and scientific background that promotes a successful integration of graduate students in the job market through a high understanding ability for territorial transformations along with skills in the field of analysis and design of the city and territory (environment, building, transport, services, production activities).
The Graduate student profiles corresponds to the figure of analyst, manager and designer, and at the end of the Study Programme, the Graduate students:
- will be able to evaluate the physical, historical, cultural, ecological, environmental, landscape and socio-economic characteristics of the city and territory;
- will be also able to use the theories, techniques and methods of urban and territorial planning to evaluate the transformation processes and their effects in a broader cultural, social, economic, environmental and landscape context, and to technically manage the administrative procedures and the design and planning tools;
- will be able to deal with a wide range of disciplinary skills (analytical, interpretive, planning) to build possible management systems of complicated urban and territorial structures and translate into actions their ability to understand, identify, imagine, control, and modify complex situations;
- will be able to explain to the public their interpretation and intervention synthesis, basing them on appropriate topics and through the right rhetorical and suitable communication skills in order to express them rigorously, but understandable even to non-experts, the most relevant reasons on a theme of analysis or decision;
- will be also able to learn from their scientific and professional experiences, updating their original skills and tools thanks to the comparison with the institutional and social practices and through the right considerations on urban planning.

The qualification grants access to "Laurea Magistrale" (2nd degree), "Corso di Specializzazione di primo livello" (1st level Specialization Course) and "Master Universitario di primo livello" (1st level University Master)
The qualification enables students to access Laurea Magistrale (equivalent to Master of Science), Specializing Courses of first level and Specializing Master of first level
For continuation of studies, the graduate student in Urban Planning: City Environment Landscape has different options:
- Laurea Magistrale (equivalent to Master of Science) Study Programme in Urban Planning and Policy Design of the School of Architecture Urban Planning Construction Engineering, admission without educational debits, but with access subject to existing Regulations of the University and School;
- Laurea Magistrale (equivalent to Master of Science) Study Programme in Landscape Architecture, Land Landscape Studio Heritage of the School of Architecture Urban Planning Construction Engineering, admission without educational debits, but with access subject to existing Regulations of the University and School;
- Laurea Magistrale (equivalent to Master of Science) Study Programmes, activated by this University or others, on subjects of specific interest, with regulated access by the Programme structure;
- 1° Level Specializing Masters, activated by this University or others, on subjects of specific interest, with regulated access by the Programme structure;

5.1 Professional status of the degree
The professional fields of the graduate student are: undertaking the analysis on urban, territorial and environmental structures; assistance on preparation of urban and regional programmes and plans, of actions for management and environmental assessment, of administration strategies, institutions and companies for recovery, enhancement and transformation of the city, territory and environment.

The main employment openings provided by the study programme of this class can be included in the following fields of activity:

6.1 Access requirements
Italian secondary school leaving qualification or other comparable foreign qualification (level 4 EQF)
Upper middle school diploma or similar foreign qualification.
For registration and carrying out of admission test, please refer to the PoliOrientami web page and to the School of Architecture Urban Planning Construction Engineering website.
It is required the carrying out of admission test also for students from other Study Programmes (of Politecnico or other University), except if at least 30 Educational Credits (ECTS) are recognized as valid, and previously acquired (score), and find correspondence with courses of the first year of the Study Programme in Urban Planning: City Environment Landscape to which you want to access.
It is also required the repetition of the admission test for students previously enrolled in this or other Study Programmes, loss or that made renunciation to study.
6.2 Requested knowledge
Urban planning is typically a field of interdisciplinary studies and practices that brings and puts together humanistic and scientific technical knowledge. The requirement for admission is the High school diploma or equivalent foreign qualification. For candidates who intend to take this study programme, it's useful to think about the key words of the study programme title (urban planning - city - environment - landscape), with some further readings, and particular attention to the issues that can raise.

6.4 Tutoring and students support
The School organizes in First and Second semester orientation and tutoring activities for students.
On the School site (www.auic.polimi.it) it will be shown the meeting dates organized during the presentation of the Study Plan.
6.5 Transfers from Study Programmes
Students enrolled in the first year will not be able to transfer internally to another Study Programme of Politecnico, in the same year of registration.
6.6 Changes of Educational System
Students in Old Educational Systems and not yet lost (system 509/99 and previous ones) can submit a change request to the Educational System in force, through www.polimi.it -On line services.
7. Contents of the study Program
7.1 Programme requirements
Attainment of the 180 Credits (ECTS) specified in the didactic regulations. In particular the minimum standard guaranteed by law: i) for the basic educational activities is 30 corresponding to the sectors of Maths, Computer Science, Statistics, Ecology, Geography and Geology, Representation; ii) for the specializing activities the minimum standard guaranteed by law is 50 Credits corresponding to the sectors of Architecture and Engineering, Administrative Law, Applied Economics and Sociology; iii) for the related or integrative activities the minimum standard guaranteed by law is 18 and 8 for apprenticeship and the final exam.
The content of this Study Programme meets the minimum legal number set for training activities of Laurea Category L-21-Territorial, Urban, Landscape and Environmental Planning Science (Law270/2004).
The achievement of qualification (Laurea) is based on the acquisition, during the programme, of 180 ECTS (Cfu). The university educational credit represents the amount of learning work, including individual study, which is requested to a student to acquire the knowledge and skills that characterize the Stud Programme and that are provided in the planned training activities. For all Study Programmes of the School of Architecture Urban Planning Construction Engineering, a university educational credit corresponds to 25 hours of work. The average quantity of learning work, carried out in one year by a student involved in full-time university studies, is conventionally fixed at 60 credits. The time that must be dedicated to personal study or other individual learning activities cannot be less than half of the overall workload. The credits related to each educational activity are acquired by the student with the achievement of a positive assessment at the exam verification (examination, certification of activity carried out).
Each student can choose educational programmes that require, for each semester, a different number of credits from what provided in the degree programme to achieve, according to his/her needs, a progression of studies. In any case, the number of total CFU acquired, in order to achieve the qualification, must be 180. During the educational programme, the contribution to be paid will be related to the number of Ects inserted each time in the individual Study plan. The minimum number of Ects that a student can insert on his/her study plan is 30, unless the number of credits needed for course completion are fewer than this number. The maximum number of Ects that a student can insert on his/her study plan, according to priorities established by regulations, is equal to 80.
The ECTS registration must comply with the sequence among teachings provided by the degree programme and the priority rules set out in paragraph 15.7.
7.2 Mode of study
The Study Programme includes learning activities consisting of lectures and exercises(monographic courses, integrated courses),Laboratory activities, seminars and study trips. In some cases, the didactic offer foresees innovative learning modules.
Elective courses can be selected within a wide and articulated didactic offer, enhanced with the elective courses held by the different Study Programmes of the School.
In all Study Programmes the attendance of Laboratories, included Thematic Laboratories, is compulsory. The certificate of attendance, which is necessary to access its assessment test, is given by the professors responsible for the Laboratory. Any other attendance obligations will be indicated by the Study Programmes in line with directives of the School. Such obligations will be published on the website of the School (www.arch.polimi.it) and communicated to the students by the professors responsible of the courses at the beginning of the programmes. Consistency of attendance rules is guaranteed for all sections of the same course. Attendance verification is up to the professor responsible of the course based on criteria in line with educational organization, that will be communicated to students at the beginning of the programme. These criteria can be related to the presence in classroom and active participation of the student.
Single subject and Integrated courses
For these courses, which do not have compulsory attendance, the examination method provided for non-attendee will be communicated both through the publication on the professor's page, and with a communication at the beginning of the programme.
The academic year is made up of two semesters, each one consists of a teaching session and exam sessions.
7.3 Detailed learning objectives
The words “Study Plans with Prior Approval”, found on Web applications, is referred to the teaching system of the training courses. It does not mean that the choices made by the student during the compilation of the Study Plan are previously approved.
During compilation of individual study plan, each student must choose an option on Laboratories of the third year, of which multiple sections assigned to different professors are activated. Given that it can happen that a laboratory is chosen by a number of students exceeding the available places, students will be allocated in Laboratories under criteria of merit, as shown in the following paragraph 14.6.

7.4 Foreign language

7.5 Degree examination
7.5.1 Types of Final Test for the Laurea (equivalent to Bachelor of Science)
a) The final test for the Laurea (equivalent to Bachelor of Science) Programme in Urban Planning: Cities, Environment & Landscapes involves a graduation work (Final Test Type A), to be written in book form, accompanied, if applicable, by attachments (such as cartographic formulations, drawings in different formats, audiovisual supplements, etc.)
For the Laurea Programme Urban Planning: Cities, Environment & Landscapes, Final Test Type B (assessment of specific activities conducted by the graduating student during his/her years of attendance) is not an option for graduation.
b) The volume and preparation time of the graduation work must be consistent with the educational credits attributed by the final test and with the official duration of the degree programme. This consistency is the responsibility of the supervisor, who may be the professor of a core subject, key subject or related subject.
c) Normally, the graduation work must be prepared individually. Graduation works prepared by two candidates are permitted provided that the individual contribution of each student is identifiable. In the case of graduation works with two authors, both candidates must register and present their graduation work in the same degree exam session. Graduation works prepared by more than two candidates are not permitted.
d) Graduation works must be prepared and presented at the final examination in Italian or English language. Works in English language must, in any case, contain an extract in Italian language.
e) Laurea triennale (three-year Laurea) graduation works are not subject to submission.
7.5.2 Presentation and Discussion of the Final Test Graduation Work
As far as the Laurea Programme in Urban Planning: Cities, Environment & Landscapes is concerned, at the final degree examination, candidates must illustrate the content of their graduation work through a 15-minute presentation, making use, if appropriate, of multimedia materials (such as PowerPoint, slide shows, etc.).
The presentation may be extended by a further five minutes in order for candidates to answer any questions from the members of the Operational Commission. At the final degree examination, at least two copies of the graduation work must be submitted to the Commission.

11. International context
Politecnico is carrying out comparative analysis with the main international universities. Reports and studies will be soon available on Politecnico di Milano's website, in the section Degree Programme.
All students, that want to participate in a study programme abroad, are required, in January, to go to their studesk of reference in order to receive information about the opportunity to study abroad. 14. Further information
15.1 OFA - Additional Educational Obligations
The University regulations provide, in the first year of university, Additional Educational Obligations (OFA) resulting from weaknesses identified during registration.
15.1.1 English OFA - TENG
Starting from Academic year 2008/2009, the University established the minimum level of knowledge for the English language, to access the Study Programmes, where such pre-requisite is not satisfied, an OFA (additional educational obligations) in English is assigned, which provides restrictions on continuation of university career.
For not having the English OFA, it must be submitted the certification of English knowledge level required.

15.1.2 Limitations related to the presence of English OFA
Students with OFA in English, at the submission of the study plan for subsequent years following the first one, will be able to insert only the teachings necessary to complete the educational offer of the first year.
In order to be able to include in the study plan the educational offer related to the second year, the OFA must be fulfilled within the deadline set by the university for submission of the study plan. Students that complete the OFA after that date, and in any case before the deadline set by the university for the half-year change of the study plan, will be able to include in the study plan only the teachings of the second semester.
15.2 Submission of Study Plan
The student is required, under its own responsibility, to submit the individual study plan. The plan is taken by the school as supporting document for all purposes. Its completion also certifies the conformity of the choices made by the student with the rules specified by law and provisions of the Study Programme Regulations.
Students enrolled in subsequent years will have to submit the study plan by the dates provided by the Academic Calendar. If they do not fulfil this duty, a study plan will be automatically assigned (up to a maximum of 60 Ects) and it will take account of any compulsory courses to attend, they will also be enrolled in Laboratories of the II and III years with allocation upon availability.
15.2.1 Additional payment
Through resolution of the Board of Governors, the allocation of additional payment of 100,00 Euro is provided for failure in submitting the study plan within the deadlines provided in the Academic Calendar. The payment will be required with the second instalment.
15.2.2 Allocation of students to different sections of Programmes and Laboratories
The assignment of students to possible different sections of the courses - monographic and integrated - is carried out by alphabetical order and it is defined by the offices; Laboratories and courses for which is expected the allocation by merit, on the basis of the options expressed by the student (see section 14.6 of this Regulation "Allocation criteria ..."); the allocations, once established, cannot be changed.
15.3 Change of Study Plan
It will be possible to change the study plan through the online services in a specific window defined in the academic calendar. It will be possible only to change courses provided in the second semester with the following options:
- change optional courses
- add single-subject or integrated courses with alphabetic division
- delete single-subject or integrated courses with alphabetic division
15.4 "Free” credits
The exams related to courses of the 2° semester, included again in the plan and passed in the February session as last exam session of the previous academic year, will "free" some credits that can be included in the plan during the half-year change.
Given that the half-year change excludes the inclusion of laboratories, we recommended to those who think to free credits, to include the laboratories during the plan presentation in September and delay the inclusion of single-subject or integrated courses to the half-year change.
15.5 Courses as extra
Students can include in the study plan courses as extra chosen among those available in the training offer of the fist level study programmes.
15.6 Allocation criteria for sections, optional courses and laboratories
The student will have to express a number of options equal to the number of available sections.
The placement of students in laboratories will be based on their position in the ranking list and according to the order of the options expressed.
The student who does not express the options on time, he/she will be placed in the section with less participants, compatibly with a balanced distribution of the educational workload.
The options, expressed by the students on sections and laboratories, will be ordered according to a merit ranking list, and based on the following criteria:

Score obtained in the admission interview
Order by decreasing values of the parameter G
n G= Vi•Ci
where Vi is the score obtained in the i-th exam, Ci is the number of credits corresponding to the i-th exam and n is the number of exam taken.
The score 30/30 cum laude will be calculated as equal to 33/30. Available places will be allocated according to the merit ranking list based on the first option expressed by the students.
Students not yet placed after the first evaluation will be assigned, by the same method and according to the availability of the remaining places, to the laboratories.
To avoid that any delays in registration or validation of exams taken could penalize the students, the parameter G will be calculated on the career acquired in the summer session.
For students enrolled in the first year, during the second phase of registration, the assignment to laboratories will not be carried out by merit, but according to the availability of places.
For all students coming back from Erasmus, it will not be possible to take into account the scores if not already validated on the plan before the allocation.
15.7 Priority of courses and study programme progress conditions related to passed exams
In addition to what provided on degree programmes about course progression, the Study Programmes can apply the following types of priorities approved by the Academic Senate:
It does not define any formal restriction. It aims to provide students with useful information about the sequence of courses, but it does not affect the composition of the Study Programme or exam registration
Priority of Study Plan composition
It defines a restriction that must be respected in the selection of courses when presenting the Study Plan. It is not possible to include in the Study Plan the course b if the course a has not been included (even if not passed). It does not affect the exam registration.
Priority of exam registration
It defines a restriction that must be met at the time of composition of the Study Plan and during the 'positive' exam registration (passed exam). It is not possible to register the exam b if the exam a has not been registered.
All students that still have not passed the exam of the Integrated course in Mathematics, when presenting the Study Plan of the third year, they cannot include in the Study Plan Urban planning laboratory 3.
In performing the exams, it is strongly recommended to respect the sequence suggested by the composition of the study plan, in progression of the years of study and their semesters.
15.8 Commitment and verification of course attendance
For all Study Programmes, the 70% of attendance to Laboratories is compulsory. The certificate of attendance, which is necessary to access its assessment test, is given by the professors responsible for the Laboratory. Any other attendance obligations will be indicated by the Study Programmes in line with directives of the School. Such obligations will be published on the website of the School (www.arch.polimi.it) and communicated to the students by the professors responsible of the courses at the beginning of the programmes. Consistency of attendance rules is guaranteed for all sections of the same course. Attendance verification is up to the professor responsible of the course based on criteria in line with educational organization, that will be communicated to students at the beginning of the programme. These criteria can be related to the presence in classroom and active participation of the student.
For the courses, which do not have compulsory attendance, the examination method provided for non attendee will be communicated both through the publication on the professor's page, and with a communication at the beginning of the programme.
15.9 Score evaluation
It is guaranteed, through appropriate forms of coordination, the homogeneity of checking procedures of learning among all sections of the same course, in line with the directives of the Study Programmes. The main related directives are the following:
- professors can plan in-course tests. They can be seen as an evaluation or as a contribution to the final evaluation. These procedures will be made known through the website of the School and communicated to the students by professors responsible for courses at the beginning of them; In any case, the failure or unsuccessful carrying out of in-course tests does not preclude the student to sit the next three exam sessions expected.
- the in-course tests of Laboratories, which require compulsory attendance, will be considered as additional contribution to the final evaluation and will consist of an evaluation of the progress in project activity. Students, who have not obtained the attendance, will not be admitted to the exam sessions and must attend again the Laboratory.
In order to take the exam, students are required to always register to the exam sessions.
It is forbidden to take exams of a course or laboratory to which you are not regularly enrolled. Based on the evaluation tests, the exams of the students can be:
- passed, with assignment of a score;
- postponed, to a later evaluation;
- to sit again, if they have not fulfilled the obligations of the Study Programme or passed the exam within the third exam session; in this case course attendance is not valid and the student must attend again the programme.
For each course (programmes or laboratories) there are three exam sessions. There are at least two exam session dates, both can be used by students.
Graduating students must use only the first date in order to allow the completion of procedures required to access the Degree exam session.
15.10 Self-certification of passed exam
In case that, when submitting the study plan, an exam already taken (of which therefore the score is known) is not yet registered in career, the student can self-certify the exam.
In order to consider the exam taken as valid, it is necessary that the student is officially enrolled to the programme or laboratory and to the related exam session. It is not allowed to self- certify a course of which the exam has not yet been sat when completing the plan. A false declaration has the effect of prohibiting registration to the exam sessions of self-certified course, and it implies cancellation of the course or laboratory and the impossibility to put it back until the next a.y.
15.11 Conclusion of study programme and Graduation
In order to graduate, students must have acquired the credits related to the courses provided by the Degree programme and also the credits, as defined by the Study Programmes, related to:
- optional student activities;
- traineeship activity;
- degree examination (refer to paragraph 7.5).
15.11.1 Optional student activities
They can be chosen within the training offer of the Study Programme or out of it. It means that first ones are automatically approved. Any other choices must be firstly authorized by the School that, having assessed the conformity and consistency, gives, for each specific case, the number of educational credits. To acquire credits related to optional activities of the student, for each Study Programme, a wide number of optional courses has been activated. You can replace optional courses with workshops offered by the School of Architecture Urban Planning Construction Engineering up to a maximum of 8 credits only if your study plan complies with the minimum table values required by existing law.
The student must always verify possible overlaps before the selection of optional courses.
Workshop activities can be selected by students among the elective courses for a maximum of 4 CFU, or as excess courses, or as courses equivalent to internship.
In relation to degree sessions, workshops can be accredited only if they end at least a month before graduation day
Laurea Magistrale students cannot request the accreditation of a workshop attended while being enrolled in a Laurea (equivalent to Bachelor of Science) programme; if the workshop has been carried out as an “excess course” during the Laurea (equivalent to Bachelor of Science) programme, it cannot be validated within the Laurea Magistrale (equivalent to Master of Science) programme.
It is possible to insert workshop for a maximum of 4 ects for all regular students.

15.11.3 Traineeship activity
The School cooperates with professional associations, public administrations, local authorities and companies, to organize external traineeship activities, in order to guarantee to the student the opportunity to acquire the credits required by the educational system.
Furthermore, the student can carry out an Internal Practice activity (traineeship) in Politecnico di Milano departments
The length rules for traineeship will be defined by the Study Programmes, according to the School guidelines. Any further information is available at the Traineeship Office of the School of Architecture and Society in the dedicated section of the School Web site

15.12 Access to Study Programmes of Laurea Magistrale (equivalent to Master of Science)
The Laurea (equivalent to Bachelor of Science) in Urban Planning: City Environment Landscape allows to access the Laurea Magistrale (equivalent to Master of Science), Specializing Master of first level and post-graduate training courses.
It is possible to admit by rights to the Laurea Magistrale (equivalent to Master of Science) Study Programme in Urban Planning and Policy Design of the School all students graduated within 4 years of their first enrolment, and that by 30 September of the II calendar year from their registration, have acquired the N/V parameter required (ects/average, identified by their own study plan).
These required parameters are differentiated according to the year of access:
Students who registered in Academic Year 2010/11: N/V 104/27
Students that do not fulfil the required parameter will be selected as indicated on the Admission Regulations downloadable in the specific section of the School web site
15.12.1 Knowledge of English language
From the a.y. 2006/2007, in order to be admitted to Laurea Magistrale (equivalent to Master of Science) Study Programme, the English language is a pre-requisite.
