2. General presentation of the study programmeThe demand for greater safety in all human activities is a characteristic of all countries with a high level of economic and technological development. In order to ensure that safety management is effective, it must focus on the preventive approach. To this purpose, specific, sophisticated techniques have been developed for: early diagnosis of malfunctions, methods for assessing the reliability, availability and maintainability of systems, methods for estimating the consequences of accidents; all of which have become essential for the design and the operational management of modern engineering components, systems and plants.
This approach has been confirmed in the regulatory realm by the numerous safety directives issued by the European Union. In fact, a fundamental aspect of these directives is the awareness, first cultural and then legal, that a safety based on reclamation interventions that follow the occurrence of accidental events is not sufficient, but must be accompanied by preventative measures. It is clear that those who dedicated to both risk prevention and mitigation of the consequences have a very complex task for the relative radical transformation of production processes and for the effect of the emerging new risks.
In this framework, the proposed training project is aimed at Level I graduates (BSc) in Engineering /Science and aims to study issues and methodologies regarding the safety of production systems, taking into account the territorial and environmental impacts related to the operations of the plants. The project originates from the awareness that the criticality and care of design and management tasks by a safety expert require preparation that only advanced university education can provide. The aim is thus to form engineers with the technical-scientific knowledge required to address and manage the problems typical of the area of safety and prevention, from preventive risk analyses to the analysis of chemical and physical accident-related phenomena, to the use of investigative, monitoring, diagnostic and evaluation tools. The ability to properly analyze and take action to minimize the triggering of conditions of accidents with territorial impacts requires that the new figure of the engineer focus not only on what happens inside the plant, but also on its interactions with the external environment. This need is particularly strong after the enactment of recent Italian and European regulations that require an increasing involvement of the company’s safety director for the creation of external emergency plans and the communication of risk to the public.
The educational framework is thus delineated specific to the creation of the "safety manager" and "safety planner,” technical figures already present in many countries of the European Union and in the United States.
3. Learning objectivesThe MSc Degree Programme in Safety and Prevention Engineering in the Process Industry aims to prepare professionals with the technical, organizational, managerial, relational, and legal-administrative skills suited to perform the following functions:
1. identify hazards, quantify and minimize risks, and provide the necessary diagnostic, preventive, protective and maintenance measures;
2. interact with other experts and the public entities in order to make the industrial plants as compatible as possible with other urban and territorial entities.
The MSc study plan is constituted by some compulsory courses for all students, while others offer a choice within a group of electives. Given the likely origin of students from miscellaneous Engineering/Science Degrees, some of the required courses are designed to provide students with an adequate and uniform technical-scientific academic knowledge in areas identified as essential for the Safety and Prevention Engineering in the Process Industry.
The Master's Degree Program adopts teaching methods that meet the Dublin descriptors adopted at the European level. The comprehension skills and the autonomy of judgment will be verified through written and oral exam tests and the drafting of personal or group papers. The ability to apply knowledge and understanding will be verified through the drafting of reports following participation in experimental laboratories and project activities included in the training path.
Periodic presentations of the activities carried out for the verification of communication skills are scheduled. The ability to learn will eventually be verified during the individual activities planned for the preparation and discussion of the Thesis Work and of the final exam.
